The Guidebook on the Employment of Expatriates: Processes and Procedures is published with the aim to provide a consolidated source of information to investors on matters relating to expatriate employment in Malaysia in the various sectors that include manufacturing and manufacturing-related services, information technology, finance, insurance and banking, securities and futures market, and other sectors comprising education, health, tourism, civil aviation services, sports and football. The Malaysian Government, serious in its efforts in improving the ease of doing business hopes that this guidebook will contribute to this process by providing clarity and transparency hence creating a friendly business environment. The guidebook, an initiative by PEMUDAH, is jointly published by the Implementation Coordination Unit, the Ministry of Home Affairs, and the Immigration Department. The agencies involved in the expatriate employment process include the Malaysian Industrial Development Authority (MIDA), the Malaysian Development Corporation (MDeC), the Securities Commission, Bank Negara Malaysia and the Malaysian Biotechnology Corporation . The guidebook is the first of its kind publication and it outlines all the relevant information from the various agencies involved in the approval of expatriate posts and endorsement of the employment pass. The guidebook is also a useful tool for the business community as it highlights the two stages involved with the employment of expatriates. It defines the different types of expatriate posts which applicants may apply for and includes the process flow chart for the convenience of the user. The different sectors are also divided into chapters for ease of reference. Tan Sri Sidek Hassan, the Chief Secretary to the Government hopes that the Guidebook on the Employment of Expatriates will be a useful reference for both local and foreign-owned companies in setting up a business in Malaysia .
